How can workers comp insurance agents get away with receiving adequate medical treatment for head / neck injury?

I got hurt on 1/2/05 @ work with a box of 50 pounds of meat fell on my head and neck. He has refused to me all the appropriate medical treatment and only sent me to occupational health. They are the right people for the treatment of some already with the neck 2 before surgerys. She shook her head neurosurgeons / neck, with the hat of the main nerve injury neurosurgeon said I had occipital neuralgia. I need to get some answers about what can be done for people like her, when this is going to be pain for the rest of my life with spinal stenosis, krytosis, degenerative bone disease and constant pain in the back of the head.
